You need a Hydroflow Mask to unlock Halward's vault. Eshelon says that creatures with these types of masks can be found near bodies of water.

There was another signet ring inside of Halward's vault. Eshelon probably knows what to do with it.

Eshelon needs Amber echo and some Highland fish to empower Halward's ring.
